Is it against the law for organizations receiving tuition payments (like a college) to suggest a candidate?

Depending on the source of the junk e-mail it could be a violation of charitable status rules.

doubtful that it’s illegal, especially if there is no threat of action if you do not vote “their way”

If they are a state school/college, then it may very well be illegal. Government offices cannot engage in political campaigning. Most state colleges are considered part of the state government and are held to the same rules.
If they are a private school, then there is likely no laws were broken. If they have tax exempt status, they might be risking that status by sending out the information.
